Abstract

Public accountability offers promise to the public that elected public officials will be accountable for their election promises. Elected officers will lead public institutions so that they will take collective actions that benefit all members of the institution. However, it has been well documented in the accounting literature that the new public management (NPM) initiative introducing among others commercial accounting and performances to the public sector benefited only the capitalists and the national government interests. This case study shows how Kulon Progo District in Yogyakarta Indonesia mitigates the limitation of traditional NPM and accounting reform in the public sector.
