Abstract
Bertambahnya jumlah penduduk dan aktifitas pergerakan masyarakat berpindah dari satu tempat ke tempat lainya menyebabkan kebutuhan transportasi massal akan terus bertambah setiap tahunnya, sehingga perlu didukung dengan fasilitas yang memadai. Pembangunan fasilitas membutuhkan pendanaan yang tidak bisa ditopang hanya oleh pemerintah melalui APBN dan APBD. Berdasarkan RPJMNN tahun 2015-2019, dana yang diperlukan mencapai Rp 5.452 trilliun. Diperkirakan pemerintah hanya mampu menyediakan dana sebesar Rp 1.131 triliun. Peran serta badan usaha (swasta) menjadi sebuah pilihan dalam alternatif pendanaan. Salah satu instrument pendanaan adalah LVC. Instrumen pendanaan melalui skema Land Value Capture (LVC) cukup beragam. Penelitian ini bertujuan untuk mencari jenis instrumen pendanaan LVC yang dilakukan oleh badan usaha dengan studi kasus PT. Adhi Commuter Property. Kuesioner dikembangkan setelah melakukan studi awal melalui validasi kepada pakar, data yang diperoleh kemudian dianalisis dengan pendekatan kualitatif. Hasil analisis menunjukkan bahwa pada penyediaan infrastruktur massal berbasis rel, PT. Adhi Commuter Property sebagai salah satu badan usaha yang berperan dalam pembangunan beberapa proyek infrastruktur telah menggunakan dua instrumen LVC, yaitu pengembangan bersama (joint development) dan penyesuaian kembali lahan (land readjustment). Hasil analisis juga menunjukan bahwa kedua instrumen telah didukung regulasi yang dikeluarkan oleh pemerintah pusat.
