Abstract
Penelitian ini berlokasi di Jl Rajawali Selatan Raya, Kecamatan Pandemangan Timur, Jakarta Utara, seluas 3,8 hektar. Dilihat dari tren perkembangan Jakarta Utara, cenderung bergerak ke arah Kabupaten Pandemangan. Hal ini ditunjukkan dengan adanya rencana pengembangan proyek di Jakarta Utara. Untuk mengetahui penggunaan lahan komersial tertinggi dan terbaik di Jl Rajawali Selatan Raya maka metode Analisis Highest and Best Use (HBU) merupakan analisis yang tepat untuk dilakukan pada lahan tersebut. Hasil penelitian ini menemukan bahwa perkantoran merupakan alternatif tertinggi dan terbaik untuk didirikan di atas tanah Jl Rajawali Selatan Raya dengan nilai NPV (Rp 956.668.986.438) yang berarti proyek tersebut layak karena lebih besar dari > 0. Dengan penambahan nilai lahan dari nilai awal Rp 4.523.052.93/m2, maka penggunaan lahan produktivitas lahan sebesar 30%.
